The Lopez Food Center is requesting applications from qualified candidates for the position of Owner’s Representative for the development of a mixed-use facility to be located on Lopez Island, Washington.  See position responsibilities below.  The Project will be approximately 6,250 square feet and contain a community kitchen, flex space, food storage space, office space and outdoor seating.   Go to https://lopezfoodcenter.org for more detailed information on the Project.

Project Phase

Design

Owner Rep Responsibility

Review recommendations from Ets architecture and Quantum Construction to determine optimal construction method for the LFC. 
Advise on reasonableness of pricing of work to be performed by architect, contractors, subcontractors, etc. 
Assist with the due diligence, selection and hiring of architect(s) and designers, as needed.  
Review current project budget for possible line-item reductions in estimated project soft costs.  
Review current building design to eliminate construction design inefficiencies and help LFC Board to quickly decide on final interior design requirements for project. 
Manage architects work product during design and construction phase of project to ensure best practices in design, cost containment and maintaining project schedule. 

Permitting

Interface with Ets Architecture and Building Permit Consultant, as needed, to help expedite building permit process. 

Invoicing and Budgeting

Budget Management – Develop a detailed project budget document to define all known and projected costs to complete the project 
Invoice / Pay App Review – Review invoices to ensure adherence to contracted amounts. 

Contractor

Review construction related bids when submitted.  
Advise on reasonableness of pricing of work to be performed by contractors, subcontractors, etc. 
Assist with the due diligence, selection and hiring of contractors and other specialists as needed.  
Review construction contracts and make recommendations to LFC Board on selection of builder. 
Review construction plans and specifications for best practices and making recommendations for value-engineering. 
Provide contract administration of project-related contracts between the LFC and the various consultants and contractors required to execute the project 
Work with general contractor to address problems and ensure project remains on schedule. 

Construction

Review change-orders and provide recommendations. 

General/Misc

Communicate with LFC Board, contractor and architect with regard to project scope, schedule, risk. 
Schedule Management - Develop and maintain the Project Milestone Schedule. 
Insurance Management – Maintain current COIs from all vendors and log in contract tracker. 
Project Status Report – Provide weekly summary level Status Reports of the Project. 
Meeting Coordination/Notes – Schedule meetings, lead meetings, and record meeting notes. 
Oversee contractor to make sure work is in compliance with federal,  
Manage grant and other funder reporting requirements.
